FOOD, INCOME & MARKET (FIM)

 

In partnership with Concern to implement "Sustainable Livelihoods Improvement Project" in 34 villages in 6 communes of 3 districts in Pursat Province. The overall objective of this project is to increase food security, economic advancement and diversified livelihood options for extremely poor rural households (particularly smallholding farmers, landless, and women headed households in upland/mountainous areas; lowland/plains; and ‘floating’ areas) through improved access to, and control over, livelihood capitals.

 

Major Results Highlighted:

  • Orientation and awareness raising of VAs and communities as rights holders in the LPP- were conducted in the following steps: Step 1 Draft logical framework of budget, Step 2 Consultation dialogue on Commune/Sangkat development, Step 3 Draft commune development planning, Step 4 Approval of Commune/Sangkat planning, and Step 5 Evaluation on implementation of Commune/Sangkat planning. The orientation and awareness raising was carried on in 19 villages of 6 communes. 183 participants (130 women) attended these meetings. The results of these meetings indicated that they have improved knowledge and ability to collect and raise any needs/issues, which should be included in the CIP.

     

  • Support VA executive members to attend regular meetings of the Commune and District Councils and to relay information back to their communities- 18 VAs executive members of 6 communes attended regular meetings of the Commune Councils. 18 participants (8 women) participated. The meeting agenda was also raised by the representative VA. He talked about issues as saving group, CF illegal logging, group management, migration of VA members, illegal fishing, VA’s achievements, resources mobilization, and reporting the main activities of VA including rice bank establishment, technical training course on SRI, and social security. Some issues were resolved during CC’s meeting through regular patrolling to ensure that illegal logging can be avoided and then reported to stakeholders and local authority in order that they could intervene. Regarding to migration, CCs have disseminated the impacts of migration and tried to conduct the development projects to ensure that people would have an occupation in the village. Regarding to saving group, VAs must set the date for specific meeting and then CCs will assist to facilitate this project. EPDO encouraged 7 VAs executive members in 3 communes (Anlung Vil. PreakTakung, BoeungChhouk villages in AnlungVil commune, KbalPeam, KbalChheuPuk villages in Sya commune, Dobbat, ChumrumSiem villages in SangkatLolorkSar) to attend regular meetings of the Commune and provided information back to their communities. 148 persons (101 women) participated.

     

  • Facilitate meetings with VA and community to prepare village priority plans for inclusion in the CIP - EPDO facilitated meeting between VAs and community members to prepare village priority plans in order they could be included in the CIP in 19 villages of 6 communes. 550 persons, 375 of whom were women participated. In the respective villages, the average number of priority needs of community members are 10-23 projects for Economic Section, 7-16 projects for Social Section, 2-6 projects for Admin/Security Section, 3-6 projects for Environment Section, and 2-5 for Gender Section.
  • Facilitate Commune and District Forums where the poorest can raise their issues and hold duty bearers to account - EPDO intervened to solve some issues of VAs in SrerSdok commune. These issues involved problems as land dispute, animal diseases, land certificate, lack of grant, lack of irrigation system, illegal fishing, domestic violence, theft etc. Later on, EPDO made the questionnaire for interviewing VA members. These interviews will be conducted at least in 15 HHs per village so that the orators could be identified. In the urgency of emergency responses, this activity has not yet done.
  • Facilitate self-assessment of VAs- VAs assessment was done in 24 villages of 6 communes with full participation of 346 persons, 263 of whom were women. The assessments found that major need of VA executive members were VA’s organizational structure, management/leadership, linkage/networking, participation, resources mobilization, decision making, and communication.

     

  • Provide relevant trainings to VA executive members and facilitate dissemination of information to communities- Provided relevant trainings in 22 villages of 6 communes regarding to Facilitation Skills, Minutes and Report Writing, Conflict Management, Planning, and Communication. 103 persons (59 women) attended. After they completed these training, 66% of participants have improved their skills and 36% needed coaching.

     

  • Capacity building of VAs in HVCAs- It was done in 12 villages of 3 communes. 59 participants (23 women) attended. It was found out that 60% of participants have improved their skills and 40% needed coaching.

     

  • Facilitate HVCAs at village level– It was done in 9 villages. 203 persons (139 women) participated. It was found out that there was drought and flood in that village and this was consequently documented. The tool used such as: social mapping, DRR mapping, diagram, seasonal calendar, resources flow-in and out. 3 villages have been documented.

     

  • Capacity building of SHGs in conducting simple project feasibility studies for proposed activities within their communities- Provided capacity building of SHGs regarding to technical training on mushroom production and compost making in 32 groups of 20 villages in 6 communes. 492 persons (382 women) participated. Later, group meeting was conducted in 25 villages to strengthen saving, revolving fund and raise community’s needs in order they could be included in CIP. 1125 persons (902 women) participated.

     

  • Identification of small scale irrigation systems for rehabilitation- GPS area regarding canal rehabilitation was done with assistance from the Department of Water Resource and Meteorology and documents have been already signed as well.

     

  • Rehabilitation work- Two canal 2207.5m in length with 4 double culverts has been rehabilitated in Kblachheu Puk village, Sya commune in Kandieng district. There were 202 families (65 womenheaded households) who benefited from this canal rehabilitation through Cash for Work (CFW).

     

  • Training and facilitating water user groups / committees – Provided technical training to water user groups/committees in 4 villages in 3 communes regarding water management and the method of distribution water. 18 participants (4 women) participated.
  • Selection of beneficiaries for IFS plots- EPDO facilitated and led meeting between VA Executive Members and VA members for the purpose of Integrated Farming System (IFS) beneficiaries' selection in 6 plots of 5 villages, with full participation of 180 persons, 126 of whom were women. As a result, 6 model farmers were selected to showcase their plots as demonstration plots to other farmers in the village.

     

  • Technical training of selected beneficiaries in IFS- EPDO provided technical training course on IFS in 5 villages on the topic of understanding on the type of disease, compost making, pest and insect management, technical training on fish raising, chicken raising, crop planting, fruit tree plantation. 212 persons (62 women) participated.

     

  • Supply of inputs to IFS demonstration plot owners- Provided the supply of inputs to IFS demonstration plots in 6 model farmers. This amount was used for buying fingerlings, chicks and materials and equipment for pond rehabilitation.

     

  • Monitoring and dissemination of IFS practices– IFS in the respective village was observed in monthly basis to find out barriers and then provide some recommendations to the IFS owners.  

     

  • Selection of beneficiaries for SRI- EPDO facilitated meeting between VA Executive Members and VA members for the purpose of System Rice of Intensification (SRI) beneficiaries’ selection in 6 villages, with full participation of 137 persons, 101 of whom were women. As a result, 6 model farmers were selected to showcase their plots as demonstration plots to other farmers in the village.

     

  • Training of beneficiaries in SRI- EPDO provided technical training course on SRI in six villages on the topic of land preparation, compost making, seed sowing, water management, pest and insect control, and seed keeping. 120 persons (79 women) participated. After they had completed successfully, 3 families had field practice on their freshly gained knowledge and further on, 39 attendees (out of 86 persons) had field practices to earn a living.

     

  • Monitoring and dissemination of SRI practices– SRI in the respective village was observed in monthly basis to find out problem encountered and then provide  some recommendations to the SRI owners.

     

  • Selection of beneficiaries for grants– Facilitated meeting with VA executive members and beneficiaries in order to select new poorest households. 34 persons (24 women) participated. It was observed that 12 families have been selected who have never received financial support from EPDO.

     

  • Facilitate exposure visits– was done in Takeo and Kampong Chhang Provinces. 11 participants (3 women) attended. The purpose of this was to reflect from what they had done in their own farms on SRI and IFS, compared to other villages outside province. After field visited, there were some strengths were noted and applied.

     

  • Facilitation of project feasibility studies– It has been done in 24 villages with full participation of 89 persons, 66 of whom were women. The assessments found that major need of VA executive members were VA’s organizational structure, management/leadership, linkage/networking, participation, resources mobilization, decision making, and communication.

     

  • Training of beneficiaries– EPDO provided training in 2 villages of 2 communes regarding mushroom production, compost making, (selection of area, selection of toolkits and raw materials, pest management, taking care, importance of compost making, how to check quality of compost). 74 participants (51 women) attended.

     

  • Distribution of grant– As guidance by donor, there were 11 villages of 11 SHGs in the respective village which had received grant support based on criteria provided. SHGs are required to open their banks account.

     

  • Advocate for recognition of CFMCs CFiMCs– There were 13 CFMCs have been officially recognized by FAC.

     

  • Technical training to CFMCs and CFiMCs– 2 sessions of training provided to CFMCs. 38 persons (9 women) attended.

     

  • Capacity building of MCTs, producer groups and grant support– Need assessment was done regarding capacity building of marketing in Kbal Peam, Dobbat, Preak Chheutrav, Preak Takung, Moat Prey, Dangkeib Kdam and Chumrum Siem villages. Provided grant support to marketing committee for their collective groups and selling products.

     

  • Facilitating value chain constraint analysis by MCT / producer groups– Studied about value chain, resulting founded that the priorities of product such as maize, cucumber, chicken, peanut etc. 203 persons (141 women) participated.

     

  • Promoting community products through district and provincial level exhibitions– one time of provincial level exhibitions was done. Those products such as eggplant, corn, cucumber, pineapple, coconut, Prahok, palm sugar, etc.

     

  • Targeting the poorest but able bodied people for CFW– Studied about poorest situation to ensure that they are able for CFW. After assessment, there were 45 families (32 women-headed household) in 14 villages of 6 communes).

     

  • Reflection workshop on social protection initiatives.– One time of reflection workshop on social protection was done organized by Concern. 4 persons (2 women) participated. This was to reflect their achievement and find out the new methodology to implement in the respective village.

     

  • Establishment of social protection funds– Facilitated with social protection committee in Kbal Chheu Puk village to organize meeting about their contribution of canal rehabilitation. 97 persons (28 women) participated. Result indicated that all were agreed to contribute 500 Riel per m3 for elderly family.

     

  • Establishment of rice bank management committees– Facilitated to dissemination on rice bank establishment regarding its importance, resource mobilization, criteria selection for the beneficiaries, selection of committees, bookkeeping, the roles and responsibilities. 4 villages have been done, 169 participants (121 women) attended.

     

  • Construction of rice banks– Provided 4 new rice bank establishments.

     

  • Initial deposits in rice banks– Supported 19.057 tons of rice to the new rice bank and 5700 Kg of rice for the existing rice bank.

     

  • Mentoring and capacity strengthening of rice bank committees– 4 villages have been organized as training regarding bookkeeping, role and responsibility. 17 persons (5 women) attended. After they have completed successfully, they have improved knowledge and skills in their rice banks management, planning and bookkeeping record properly.

     

  • Facilitate sustainability planning and support to new and existing rice banks– Facilitated with rice bank committee for their planning based on bylaws in 16 villages of 5 communes. Results from the meeting, 11 villages (4 new rice banks) have implemented as agreement.

     

  • Emergency Response: This project assisted to vulnerable people who are affected by windstorm for 4 HHs located in Kampong Lor and Moat Prey villages of Kampong Pur commune (2 HHs) and Domnak Ampil village of Sankat Lolork Sar (2 HHs) with total amount of 733 USD. The material provided such as Pillar, wooden, Roof with zinc, Nails, Milled Rice, Cooking oil and Salt, Utensils.


This project also provided 200 liters of gasoline for flooded rice of 95 hectares, which located in Roluos Kandal and Roluos Khang Kert villages with total beneficiaries of 111 HHs.

 

2 times of supported to HHs who were affected by floods in 24 villages of 3 communes with total families of 1547 HHs (6898 persons, 4639 women). The material supported such as Tent (1), mosquito net (1), milled rice (50Kg), salt (2Kg), cooking oil (1), soap (2), and transport fee for the participants amount 5000 Riel. Total budget cost of $ 53.102.

they have completed successfully, they have improved knowledge and skills in their rice banks
management, planning and bookkeeping record properly.

Environmental Protection and Development Organization, EPDO, is a non government / nonprofit organization which is not related to politics or any political party. EPDO was established in 1998 in order to take action in the face of negative natural resource management and environment. EPDO was also setup to improve the livelihoods of the poor and vulnerable in the Kingdom of Cambodia.
